Looks like photoshop or something like it.

It's photoshop for sure looks like they used the Poster Edges filter on the char.

Blah, that's what I feared.  Actual cel shading of such high quality would probably be extremely difficult to implement and take a huge bite out of the game's performance.

Definitely don't have this hair have I missed out on a hair pack? I currently have SG hair pack, apachii, lots of the ones from oblivion(sks ren). Could this one be an SKS ren hair with a custom texture?

I'm not sure about the gloves unfortunately, but I do recognize that clothing.  I believe it's Anano's Amiella Outfit, available on the Nexus.

 

Here's the UNP version, a CBBE conversion, and a neat bonus: a destructible version that actually deteriorates when the character takes damage.
