You have to import them into your game using the "Import Settings" option, I believe it's called.

That's from game to game within one device. For example, I want the settings from one save file on my desktop to go to another safe file on my desktop, that's easily doable. However, after coping everything in my mods folder from my desktop to my laptop it says there are no existing settings to import. That I would need to export from another save file on my laptop. I don't have any other games on my laptop since I'm just now installing sims 4 on it for travel.

There is specifically a folder called "WickedWhimsSettings" in your Mods folder that you need to copy to your laptop. If you created any custom settings on your desktop, they'll be stored there. When in game, you go into the Wicked Whims settings themselves, and it's under Settings Control. That's where you can import any settings files that you created. I hope that's clear.
