I think I found it. I am not 100% sure but I think it is the same as in OP post. I downloaded it from here with a wayback machine http://www.gamefront.com/files/17029523/XEOSP_1.0.7z

For anyone for having issues with XEOSP++, or specifically missing heads for Breton/Dark Seducer like I was having, here's the solution that just worked for me:

1. Go to Nexus, Download XEO 4 https://www.nexusmods.com/oblivion/mods/22787?tab=files
2. Delete XEOM Folder
3. Disable xeoex.esp

Make sure your exosp++ esp is properly set up, there's a previous reply in this thread from a user with a fixed esp you can install if you're lazy like me.

Instructions: Download, unzip, activate.

 

The files used were obtained from the links in the post of this thread:
XEOSP_1_0.7z
xeosp++.bsa
xeosp++V2_Master_2011.5.17Update.rar
xeosp++(eng_V2).rar

 

How it was done:

Fresh install of Oblivion
BSA was unpacked
Files were installed as specified in the first post instructions.
Files exported via TES4Files
 

During export, errors were logged stating files were missing.  However, I don't believe the listed files are in the original archives either.  If you do find missing meshes/textures from this clean version that were in the full install, please let me know.
