HDT hairs with KS Hairdos on NPCs possible on LE?

I've seen HDT hairdos on NPCs but is it true that it is only available on SSE?

Also should I use LE or SSE for skyrim adult content?

KS HDT started on LE so I have no clue what you're on about; 2 seconds in google will provide what you need.

I did find it and use it but can't get them to work on for example all NPCs if you get what I'm saying. HDT physics. They have hair, it works on my character but not on NPCs.

HDT hair for NPC's may not be declared as hair / head part in the Esp.
Every NPC can also use HDT PE hair as a helmet or wig.
