Is there or can there be a way to flag a specific sim for no sex in the game?  ie, a sims spouse has sex with everyone but him, and all he can do is sit home and masturbate?  Can this be done with a trait, or would it need to be deeper than that?

No directly but there is a workaround...

Use MCCC or WW to change the husbands gender preference to male only.

He will then only have sex with males or masturbate.

WW Settings/Sex Settings/Sex Interaction Settings:
Teen Sex Switch: ON
Sex Progression Settings: Full Sex Progression
Player Sex Duration: Climax Finish
Advanced Sex Interaction Settings: Height Slider (?)
Respect Gender Preference: ON 

 

WW Settings/Sex Settings/Cheats:
Always Accept: (1 Bar uses gender rules)(2 bars might ignore them for group sex)

 

And for the wife's settings you will need: 

WW Settings/Relationship Settings: (Open Relationships:ON), (Romance Age:ON)
Cheats: (Desire Switch:ON), (Global Jealousy:OFF)  (Global Incest:Your Choice)

If you give him the sexually abstinent reward trait he wont have any sex at all.

But you could give him the Cuckhold and Poly** traits.

 

The other option is to convert the husband into a male trans-gender with a vagina that likes male gender only, or both genders.

In WW one may dislike male & female. This could be better than prefering male if it works as expected.
