deactivate all your anti-virus programs (incl. windows defender) and try using another browser (Edge, IE, firefox, opera, etc)

Deactivating AV is one of the worst suggestions even though one can here it often and it often works. One should never deactivate security features. Either one whitelists a file and checks it otherwise or sends it to the AV vendor for review.

Using the smartphone to download the file or using another browser may help.

also one to watch for, had onedrive running and it copied the WW mod folder to the saves folder, and many other files duplicated( culprit is most likely having the mods installed before updating), removed duplicates, repaired save file names all solved the issues. if this helps anyone.

Are you telling us you have the Sims 4 user files in your OneDrive folder?

DON'T DO THAT.

I was equally shocked when windows 10 did an update, started up onedrive and started coping the files from different places and shuffling them in. Never saw something like that happen, but remedied it and smooth sailing since.

Edit:7/22/2020 updated

Still not having any more issues with unwanted duplicate files being created and deposited into other places. And no, I definitely did not want that to occur either nor was I putting anything in the wrong place( have been adding mods to my games for over 20 years, not quite a noob), but as with the recent string of horrid Windows 10 updates, it could have been due to that triggering the issue. So if this does help, it's one of the weirder errors I have personally run across and may be valid for another user as well. Ever since disabling onedrive and preventing it from starting when the computer starts up, I haven't had the issue ever again, and yes, after checking things, it was Onedrive alone that caused the copy/paste of WW folders into other WW folders causing a broken file flow, slow performance and errors galore.

To clarify, OneDrive, Copied some ww folders and pasted them into the Saves folder. I did not do that, Onedrive and windows 10 updates seems to be the cause and fixed it via disabling Onedrive. as stated in the post you replied to, it was already solved and was letting others know that it may be a cause of some issues
