KS HDT (Fawn)

I'm looking for a specific KS hair in case it was ever converted to HDT.

It appears on this list

Alternatively, I'd like to know if adding HDT to hair is too complicated or is there a standard procedure?

I know about boneweights, outfit studio, blender, nifskope etc, but I've never dug into the world of HDT hair crafting. For instance, would simple bone weight copy from some kind of template work or is there more trickery for collision etc?

You can create it in outfit studio, fairly standard process.  Load the HDT-enabled hair you want the movement from as the reference, then the hair you want to use.  Keep in mind though that the reference hair needs to be very similar, and tweaking the bone weighting to look right can take a while.

I would use niftool simply to avoid bullshit when creating the node tree because OS is garbage at that. If you want to massage where exactly those nodes end up OS is fine if you don't know how to use 3ds or blender, but keeping OS in the entire pipeline as the primary move is simply a trail of tears.
