This is one of the things that really suck about the game. Ghost Sims are "released" after some time or by performing the action to do so, they move on into the eternal void and you can't do anything with them anymore, yet they're still there somehow "behind the scenes".  All this really does is bloat your in-game world to the point where there are more Sims dead and gone than alive and kicking after a few generations - and culling doesn't help much either, as it often does more harm than good.

 

Now, after this little bit of ranting, here's an idea: How about exporting the Peeping household from a game world where they're still both alive (a new game should do fine) or saving it into the gallery? If I'm not mistaken, they can then be "re-imported" and will replace former ghost Tina and forever dead Tom.

I don't know the cheat code. I use a mod to add / remove traits by clicking on a sim. Each zip has 2 files. One adds more traits. The second lets you add / remove traits, by clicking on a sim, then "Cheat Sim Info". It has ALL traits (CAS, reward, hidden, special, custom) listed in alphabetical order.

I'm a total noob, so there may be a good reason why nobody has suggested this yet... But just in case, have you tried a summon/teleport mod?

If you can only teleport a toddler or older, this mod might help. It's probably too outdated to work, and I don't know if it can change a baby's age, but I figured I'd mention it while I'm here brainstorming:

There’s no way to move them into your household, apparently. You have to look for them in the gallery.
