I not know why you have two lines. Must not have any.

But if only have two lines we can presume the OsAllocators is working.

If yours CTD has been stopped and your only problem is stuttering revise the parameter  ReservedMemorySizeMb inside enblocal.ini because, probably, when you reinstall ENB go to the default value of 64 and that value is very low today. The normal values are:

ReservedMemorySizeMb=128 ; for 2gb of Vram

ReservedMemorySizeMb=256 ; for 4gb of Vram

ReservedMemorySizeMb=512 ; for 8gb of Vram or more.

Aditionally you must adjust the value of the parameter VideoMemorySizeMb according to the values reported by VramSizeTest and make some adjust depending of your Operating System.

I have taken the VRam test Dx9 and it says 8064, which is nearly 8gb. Because I am using Windows10, I have set VideoMemorySizeMb to 7714. and set ReservedMemorySizeMb to 512. However, after playing the game for 15 minutes or so, stutter begins to happen. I looked at STEP and it said that I could add more but I do not really want to because of this:

Were I to change it to 768, Skyrim will CTD because of too much reserved memory space (I have tried 768 and Crash Fixes error did come up at some point). Even with the 768MB, it still stuttered before it CTD'd anyway.

You EnbHost is ussing much less memory of the normal and your TesV.exe is ussing much more of the normal.

Spoiler

My only explanation for the low memory ussage of EnbHost is that you are not ussing any HD texture mod and you have downgraded all yours textures trying to solve yours problems.

And the only explanation for the gigantic ussage of TesV is some bad configured paramenter or maybe you have some mod with a bad DLL that is consuming memory.

The other option can be a fail in the configuration of OsAllocators.

Enable again the Memory Block Log and take another look to the log. Must not have any line except the headers.

How many time you need play to your game consume 2.3 GB? I need 5 hours of continue play.

Are you ussing the defult parameter of 5 in UGridsToLoad? I normally have 5 but i can play with 7 and 9.

If you have made any manual change to the INI files or to the configuration of the Video Card in the control panel or you have made some specific adjust whit Nvidia Inspector.... Revert it... The game must works perfectly with the default configuration of the video card and the configuration provided by BethIni except when you use specific mods that need specific configurations.

At second point i think your Stuttering are caused by yours 8 GB of RAM in your machine.

The Operating System Win10 need from 2.5 to 3 GB of RAM, the antivirus need another GB, the game consume from 2 to 3 and EnbHost consume another GB. Make the sum: 3 +1 +2 + 1 = 7 GB

When you start the game you have 1 GB of free RAM and the game run good but while you play the game start consuming more memory and when the phisical memory run out the Operating System start requesting Virtual Memory from the super slow hard disk and the stuttering start.

Theorically, you must have the same problems with others big games. For verify if the problem is really caused by total RAM memory ussage take a look in the Task Manager. Try close, disable, deactivate any program running in the backgound. Or install any tool for remove it like GameBooster.

Yes, you are right with the textures. I have used Ordenador prior to writing this thread because I know it takes up a lot of RAM. Yes, my uGridstoLoad is set to 5.

However, I have to say. I finally found the final fix to all of this mess. When I ran BethINI, I deselected Recommended Tweaks and instead just clicked on Medium. The game worked very well with very little stutter. I only CTD'd after two hours of gameplay and it was only because I went to all the Warzone places and spawned 50 NPCs. Even with 50 NPCs around and 6 followers, the stuttering was still manageable and better than before. I could even run Firefox while playing the game. (I used to play FO4 with Chrome on and it even hit over 5 GBs of RAM with less stutter than with Skyrim before.)

After more than two days of messaging, I want to thank you and all the others who have helped me with going through this problem. Thank you all for your patience and going through step by step towards helping me solve this issue. Apparently, all the advice I looked at were from forums which were years ago, and that was why the tweaking and procedures I needed to do was completely off at times. I did not know Skyrim performance improved so radically within such a short amount of time. I also did not know how to check if the installation procedures really worked because even though Mod Organizer or the game recognised my ENB or mods etc., I did not know that they were not configured properly.

So thank you all once again.

There is still something wrong with your game then. Assuming your hardware is up to the task then you should be able to do better than that.

I tried to make sure there are not any mod conflicts. I am not knowledgeable enough with regards to the hardware. I gave the specs and how FO4 ran to give an idea. The only thing I could think of is to set BethINI tweaks to low.

Sorry, I didn't spot your hardware. Is that graphics card 2GB or 4GB? 2GB would be a handicap.

Lower settings in Bethini will improve performance if anything. Mod conflicts probably aren't the issue either.

Play your game and enjoy it. When you feel like another round of trying to improve it, have a re-read and and double-check of things.

As a quickie bit of advice, I would never have any other programme (including a web browser) open while I am playing a game. Another one would be to play for an hour or two and then exit the game.

Yeah. I have put it up on my very first post. it is a Nvidia GTX 960. I could play FO4 without much problem,and that takes even more memory than Skyrim. But yes, I recently close the browser when I play. Thanks for the advice.
