[Search] A mod to shut NPCs up

Obviously not the courier or necessary quest givers.  But it sure would be nice if walking near guards or children didn't make them suddenly decide to tell me their life story.  Only so many times I can go to college of winterhold and hear "Restoration is a perfectly valid school of magic".

 

It'd also really be nice to have a sex scene not get interrupted by a kid who wants to play hide and seek.  Nothing kills the moment faster than kids walking up to the character when they're going at it, and worse for some reason they just stand there instead of continuing on their normal path.

 

So what I want is a mod that makes NPCs only speak when spoken to, unless they're the courier or quest related.

 

Now I found a mod that does that (https://www.nexusmods.com/skyrim/mods/99659), but it comes with a bunch of things I don't want.  I was told I could remove the stuff I didn't want via TesEdit, but I haven't had any success with that.

I generally play without sound and only have the subtitles on for those that are addressed directly at me.

Hmm. According to Nexus I last downloaded that mod in 2016. ?
