Riften swapped back to Stormcloak

Something appears to have glitched in my game (some time ago, but I only just noticed)

 

I've played through the main questline with the Imperials winning the civil war, but for some reason, the Rift (Riften, Shor's Stone, Fort Greenwall and possibly Ivarstead) are still controlled by the Stormcloaks. Laila Law-Giver is still the Jarl rather than being replaced with Maven and the bard in the Bee & Bard still sings Stormcloak affiliated songs.

 

Can anyone tell me what's gone wrong and how I can fix this?

I very much doubt that can be fixed with the console without messing your game up more. The civil war has a lot of problems and broke for a lot of people. You can try loading an old save obviously, and I assume you have the unofficial patches and things installed. Sorry I can't help.

 

Maybe there are some codes to turn a specific location to be under control of imperial faction, then you could sort fake it..
