GTX 750 Ti 2GB VS GT 730 4GB for heavily moded ENB skyrim

Get the 750. 730 isn't really made for gaming at all. Either isn't gonna be enough for heavily modded with enb anyway but you can get it work by choosing mods carefully.

The 2GB on that 750Ti is going to be your downfall if using LE Skyrim.  Especially if heavily modded. That said heavily modded might mean that you have downscaled all your textures to half HD.

That means even with 4 GB of vram 730 will perform worse then the 750 ti correct? Cz i tend to run out of ram with GT 710 at the moment.

So gt 730 is out of option? even with 4 GB ram?

GPU memory is one thing, compute power is another

you need the memory to hold textures - if you use smaller textures you wont need as much memory

to render frames you need compute power

so if you want nicer ENB then you need faster GPU, not necessarily one with more memory

geforce 710 has 2gb memory apparently... do you use texture packs?

and is rx 460 4gb out of question?
