As the file attached, the text on the left do not disappear, the debug mode is off.

No idea which mod that is.
However, there are mods that should not be activated before leaving the vault (Pipboy equipped)

That's AAF and MAY clear up once you're out of the vault. Get to that point and try again.

Disable AAF & other mods until AFTER you talk to Codsworth after leaving the vault.

if the message remains then something is off it also tells you that. usually an error with xml files or missing stuff from xml file check that you have everything installed correctly.
