Steam won't start, missing files?

A few days ago, I decided to try Chrome to see why so many people are using it despite the well-documented security issues. Long story short, I uninstalled it shortly thereafter due to its lack of plugin support.

 

Now, I can't start Steam- I get the following error message in Steam\debug.log:

[0101/162438:ERROR:resource_bundle.cc(417)] Failed to load C:\Games\Steam\bin\chrome.pak Some features may not be available.

 

So I dowloaded and re-installed Steam but it didn't help- still can't start Steam, that folder is still empty, and the client/bootstrapper is still spamming the above error message hundreds of times.

 

Has anybody run into this before? Does anybody know why Steam thinks my Games folder is on C:\  when it's been on G: for years and Steam correctly installed itself on G: when I reinstalled it? I worked around the problem by creating a Junction Link from C:\Games to G:\Games, but still that didn't fix it.

 

I submitted a Steam support ticket, but they take days if not weeks to respond so I would appreciate any knowledgeable help from all you Lab Lovers.
