Whiterun Bannered Mare FPS Loss

I can run the game pretty well with a lot of graphic mods + an enb but for some reason inside bannered mare my fps can drop to 40 which is weird because in interiors i have a solid 60 fps 99% of the time. 

(I use elfx enhancer for the interiors and i use the Unofficial Enhanced Lights and FX ELFX SMIM ENB fps performance patch + Project Optimization too)

 

*Maybe my system isnt powerful enough for the bannered mare's EXTRAORDINARY interior and lighting ??

i have same thing.ive always just figured its crowded as hell with npc.s in small place

For be sure install and run Elephant's Script Latency Tester outside and inside and look at the diference.

If your latency in and out is too diferent is for an script running intensive process.

If your latency in and out is near the same is other problem, can be ligth, crowds, bad mod's, bad load order...

Why do people worry about FPS? I have no idea what I get but I know my game runs fine. There again, I a boring old guy who doesn't have to worry about being thrown out of the Kool Klub if my FPS drops below 60. ?
