Does anyone know which mods this dress comes from? Thank you.

It might be from Cursed Loot.

 

Cursed Loot adds a number of fetish outfits, including latex gowns and mini-dresses.

It adds a shop to the north side of Dawnstar called The Dollmaker's Shop where you can buy the outfits. They also show up as part of the general loot when you are dingeoneering.

it is in the newmiller experimental latex suit (and incl in DCL)

...just found out it got removed from NEXUS

but still if you want it without DCL this might help: SHINY
