Small Delay Before Animations Start

I would not call this a game breaking issue, but there is always a 1-2 second delay before a animation will start. Actors will just stand in front of each other for about 2 seconds and then the animation will finally begin. I thought it was script lag but i checked using the script lag tool in the Convenient Horses mod and it was well below 100ms.

 

My load order looks like this:

So i guess there really is no way to get rid of the delay then, well that's ok. Thanks everyone for telling me that this is a normal thing, i was starting to think i had messed around with the ini files to much:)
