FO4 Relationship Settings

hey guys - i'm about to get back into FO4 and wanted to know if it has the same ability to set relationships between NPCs like in skyrim. skyrim used the creation kit to set these. does FO4 even have a creation kit? so the 2 questions are:

 

1. FO4 have a creation kit?

 

2. Can we set relationships between NPCs?

The answer to number 1 is yes. I am not sure if FO4 has the same robust relationship system that skrim does but it seems like it to me.
