No good i want the phone to activate  the controller

this way impossible, with a controller to operate a mobile phone is possible!
but the other way around how does that work?
unless you own a high tech controller with radio receiver and a telephone number and integrated computer chip the sent impulses processed!
and that makes quite certainly NO PS4 controller!

So how does the console send a signal?

This sparked my interest, so I had a short look around the internet, but I couldn't really find much. Looks like your best bet is to get an app that let's you "test" your controller (i.e. has a button to start rumbling etc).

Didn't find anything for android (there are a few apps in the app store, but none looked really promising; maybe check them out yourself).

For PC, http://ds4windows.com/ looks like it has "test" buttons for the rumble feature.

Back in the day we used WiiMotes, the software from back then is abandoned, but https://github.com/AndersMalmgren/FreePIE might be a replacement. Maybe it works for DualShock controllers?

If you want to get your hands dirty with programming yourself (Android apps are programmed in Java, which many deem the easiest programming language), you could try to find the specs how to trigger the rumbling. You might be interested in https://github.com/marcelschoen/gamepad4j , https://github.com/rdepena/node-dualshock-controller and http://eleccelerator.com/wiki/index.php?title=DualShock_4 .

Have fun!

PS: I fear syncing rumbling with a video is really hard, so manual control is the way to go. And by this time, a device dedicated for your intended usage might be the easier solution
