if im not wrong, the armor is private mash up by chakaru (some parts reminds to some armor) and the sword, judging from the hilt, its like skyrim conversion (ebony blade and ebony sword)

If you mean the texture glitch on that armor, you may try to set your texture quailty to high in oblivion option(either use the in-game panel or oblivion.ini).
