You can find that on the Nexus. Texture don't look anything special (simple black latex one that should be included). The armbands can be found in one of Lovers Bitch's prison irons... I think the one made by GSB.

Cause i thought it was this(http://shy.jsphr.net/upload/img/ups31135.7z) but i cant download it since shy is down. Or it could be one of the crowded roads mods where the npc added is change into using XEO.

You probably need XEO and / or MBP for the facial features to appear correctly.

I think the player of screenshot fixed chocolate elf customly.
