I used to get this also, for me removing Vivid Landscapes made it stop, took forever to figure that out. Sadly I dont see Vivid in your load order and oddly I found no one else on the VL forum talking about it so I have to assume its something different. I added VL back to experiment and before long this started happening again, removed and it was once again fixed. If you figure out exactly what is the cause please post and I hope my experiences might help. Very annoying bug wnatever the cause...

Maybe its the beantown interiors? That adds a lot of new interiors be it in new cells or in the world.

Yea. If it affects cells, it could be a potential problem.

 

Try disabling them one by one......
