Mod recommendations for Fallout 3 & New Vegas

I've had the games for several years now, but I haven't actually gotten around to playing them much less modding them. What would be some good mods to have, including ones from LL (excluding the unofficial patches, because those are mandatory from my experience with ES III/IV/V)? 
 

Also is Nexus Mod manager best for modding FO3 and NV, or is there another manager I should use?

I recommend using NMM. Some People have Issues using it but if you dont have these, then dont stop using NMM. In my Opinion.
