Does Fallout 4 also have this flaw like skyrim SE ??

I have 150 ESPs/ESMs and am getting between 60 FPS and 220 FPS (depends on how many god rays are in the scene) on my GTX 1070, so I'd say no.

In any of my settlements that I have over 40 settlers I get about 25 to 30 fps, but outside of those settlements I get an average of 80 or higher FPS.  I do use an ENB.

No. If you search at mod's posts section, the question has already been asked a lot. The issue is SSE specific.
