Other than this http://www.nexusmods.com/skyrim/mods/51560/? which just enlarges current breasts on creatures. Something along the lines of this http://www.loverslab.com/topic/60847-dragon-animations-creature-on-creature/ where breasts were added onto the dragon model I guess.
