[Still Open] Low GPU usage resulting in low FPS

it's that kind of stuff your problem, you have cpu bottleneck because it's too busy doing whatever, to give frames to render to the gpu, and gpu usage drop when it wait for cpu to give it stuff to render

 

there's skyrim performance monitor to check what your bottleneck is

as for reducing it.... most topics are bullshit, so you better check what you do before adding crap to your game

i'll check it, but i don't think it is my cpu. i use the riva turner overlay on my game and it gets usually 50% of usage
