Why is the Fallout 4 modding community is weaker than Skyrim ?

I know the Skyrim is much older but by the time Skyrim was 2 years old we where much further in development.  Nothing we get for fallout compares to the large mods we get for skyrim. Why ? Harder to make mods for ? Lack of interest ? Setting fan base What ?

It's new skyrim has been around a long time has tons of mods and everything is working and people tend to stick with what is already working instead of trying something that doesn't have a lot going for it yet.

Probably because the base game mechanics are pretty well balanced imo. That really just leaves content expansion mods, like new weapons, and Quest/Story based mods, the latter tends to take a lot more time to produce then small eps's that tweaks a few game settings.

 

The lack of a full fledged script extender may also be hindering development of mods that require it's api's to function.
