to make male npc increase their arousal when they see the pc naked and making them get an erection

Sure.

A Naked World.

 

Alright, I won't just leave it at that. I'll post a few mods that legitimately strips NPCs down in a hurry without the need to use console commands.

Strip NPCs, Dibella's Compulsion (can affect multiple targets) and Strip NPC Spell.
