Looking for this skin/makeup

I'm kind of guessing this skin is the Pure skin.. (I'm not sure) But i don't have those lips in my game, Any idea if this is a mod ? (the darker pink in the middle and gradient to less dark)

Not sure but it could be Yev's Makeup Pack. There's a bunch of lip warpaints that you can apply cover different parts of the lips. Wouldn't be unreasonable for it to be used like this.
