J8z: In the ICTempleDistrict. The door is like a Sewer-Entrance( look on your Lokal-Map when you are in the TempleDistrict. Entrance is in the northwest Quarter)

Or go to Gottlefont-Priory-Monastery and Chapel-of-Blankenmarch, both have a basements. There are "Warp Stone Door" which allow you to travel to the IC-sanctuary.
