Are you sure both leg bands are attached together? The oblivion version of this which is what the skyrim one was ported from and it doesn't have them attached and they are both separate from each other. Load it into nifskope and click the leg strap of one of the legs if both highlight then they are attached if only one piece highlights then they are separate.

If they are all joined maybe done by the porter of the outfit. Use outfit studio load the nif into it then select the mask vertices tab. There are 2 parts to the thigh band I believe the lace and the purple strap. Next click edit - X mirror (this will turn off the mirror effect so that it doesn't mirror and do it to the other thigh strap at the same time as you only want to do 1 at a time. Click first part of the thigh band then hold down the left mouse button and paint the thigh band rotate and make sure you got everything dark grey/black then click the lace part and repeat.

Now click the first band again and go to slider - new zap slider - name it if you want or let it name it for you - hit ok. Repeat for 2nd piece.

Now click first piece once again and go to brush - invert mask - slider - new zap slider - name it if you want or let it name it for you - hit ok. Repeat for 2nd piece.

Now click file - save project as... I usually name the display name the same name as the outfit file name then hit save.

Bring up the bodyslide screen and go to the outfit/body and click on the list and scroll down till you find your file name and select it. Click preview at the bottom of bodyslide in the middle part. This will bring up a screen of your file and will allow you to see if what is being done is right.

Next tick only 1 zap box line look at it if it's correct hit build to build the new nif files make sure you read the pop up and see where your files were placed at. Go to the place the files were placed at and change the name of one of the files and go back to your bodyslide untick the one you ticked and then tick the other one and hit build again. Now you have 2 nifs with the different zapped parts in it. You rename the one file becuase if you didn't the next one will overwrite the first one as they are both for the same file and both have the same file name.

Now load one of them up into nifskope and right click one of the thigh straps and go to block - copy branch - load - then select other nif - right click scene root - and go to - block - paste branch - save as. Now you have two separate thigh bands.

You can also just zap one then save then close outfit studio and start it again and repeat for the 2nd one. I just usually do it the other way to speed up the process.

The legs band are not attached together, they are separated in nifskope, but in the mod there are not separated nif file and texture file for the leg bands. The mod only have separated nif file for head band armbands and heels, the leg band include in the full outfit nif. Now i want to detach those leg bands from the full nif and and can equip it in separate slot like the arm bands so i can mix it in other suits. Is the method same as you showed?

If all you want to do is make a nif with just the leg bands in it all you have to do is make a copy of the _0 and _1 nifs name them something then load each one up one at a time into nifskope and right click each item in the nif one at a time and go to block - remove branch make sure to also do this with the body in the nifs becaue you will not need it.

Now load one nif up and click each item one at a time and find BSDismemberSkinInstance under the highlighted line and click the arrow to the left for the drop down then click the arrow next to partitions X2 and click the line next to the dismemberment line and change the slot to SBP_35_amulet. Repeat for each item in the nif. After everything is done click save as to overwrite the nif.

Once everything is done fire up the CK (creation kit) and select the ribbon.esp set it as active and load it up then click yes to all for the 2 error boxes that will pop up. Go to armor and add your new nif to the armor list as well as add it to the armor addon list make sure to set the slot for both to SBP_35_amulet. Make sure to add the armor addon to the one armor box. Look at one of the ones from the ribbon .esp to see how it is done.

Once you have the slots set up you will be able to wear them with other clothing. Note that they will not fit all armor and outfits as bodies are not all the same size so some might clip. If you don't want to use SBP_35_amulet you can use the SBP_40_tail one instead.

Load nif up make sure you have block details open and not block list if you have block list open click the x in the top right hand corner of it's box to close it and open block details then click one of the item parts and BSDismemberSkinInstance 2 two lines below that. Each part will have one.

Once you change the slot for each one hit save as to overwrite nif then repeat for 2nd nif.

Just open the CK once it loads two errors will pop up hit yes to all to skip them. Click the open folder under file to open your plugin list scroll through it till you find the ribbon .esp and select it then click *set as active file* then hit ok and wait for it to load. Change the name of your files so that they don't overwrite the originals and also so that it doesn't pop up a name already being used when you try to add them to the .esp.

If you don't have it go to steam and get the CK (creation kit). Next double click the .exe for it so that it'll load up. Once it is loaded up click the folder to open up the .esm/.esp list and scroll through it till you find the one you need double click the line to select it then click set as active file then hit ok.

Let it load up it will take a bit after awhile a warning will pop up click yes to all then wait for next pop up and click yes to all. The plugin you selected will load up will take a bit.

Once done look at the left list for items click the + to get the drop down. Next click on the word armor this will pop up all armors. Scroll through the list items that are usually added to a .esp will have a * in the count box. Right click the armor page and select new this will pop up the armor page.

Put name in ID and name set race to default for world model click edit and follow the folder path to your nif you are adding and select it a screen will appear showing what it will look like in game click ok. Next open up your nif and go to the BSDismemberSkinInstance line for each item piece and click the arrow for the drop down then the arrow for the drop down for partition 2 times and look at the slots being used then in the Ck set the slots to match the ones in the nif. Do not close this screen yet.

Next click the armor addon line to bring up the armor addons right click the page and go to new in the pop up screen name the name the name you named it item in the armor pop up but make sure to put AAA at the end of the armor addon name or it'll prevent you from naming the name is already being used by the armor.

Once again set race to default select the same slots used in the nif and armor pop up they all must match of you will get invisible body. Next click biped model and follow the path to the nif you used it the other one and hit ok. Now hit ok to close the armor addon pop up.

Next go back to the armor pop up and go to the box with the lines in it with the words model above it. Right click in the box select new and type in the name of the armor addon once it pops up select it and hit ok. Then hit ok to close the armor pop up and then hit the save icon to overwrite the .esp. Next go into game and see how it looks.

Another thing you can do is to right click an existing armor and armor addon and look at how it is done.
