[Request/Question] Is it possible to convert mod from FO3/NV?

Hi everyone!

While searching LL forum, I found mod [Heavy rubber outfit] for Fallout 3/New Vegas, and I hope there is a way to port it to Skyrim, because there are some rubber mods in Skyrim, as well as DD-themed mods, it will be good addition to collection.

As I understand, it's author do not mind to someone do so.

But I'm dumb in modding, so I request it here, may be someone, who can do it, will be unterested.

If it's not possible, please explain me, why, so I will not request such ideas anymore.
