is this normal npc "thing" in vanilla?

(may sound stupid)

 

so i've never actually played vanilla skyrim lol i think i did once very briefly but then found the ace overhaul mod

now im playing skyrim properly and by that i mean getting past the first main quest(s) 

 

my question is 

 

do vanilla npc's normally walk around with sheathed weapons? (you can see the weapons on their hip/back) most of them have daggers(npc's like ysolda and elders etc)

 

if not i think i know which mod is adding weapons to them all, its most likely immersive weapons

Many do carry weapons.

but can you see the weapon sheathed on their hip/back, every npc has a weapon sheathed that is visible in my game, is that noraml/vanilla?

Yes there are many that have them on at the ready if needed.

A lot of them have daggers, some have them unequipped.  If there was an attack recently (Vampires, or something) they may have joined in if they were nearby and equipped their weapon I suppose.
