Without more information it is impossible to try to help you.  There are numerous topics on this that you can review for answers.  Some of the issues are virus scanners, crap satellite connections and so on.

According to my experience,

 

When using a 3G connection with my cellphone as the modem, the same thing as in Green25's error screenshot, always happened to me (at least, need randomly more than 7-10 times reloading the page to successfully open the file download menu),

 

But, when I'm using my 4G broadband modem (which have approx. 5 times faster network speed), I don't encounter that problem again.

without relevant information, anything else is a complete shot in the dark. Are you connecting through a VPN? Your screenshot suggest Firefox, but have you tried downloading with other browsers? What Firefox extensions do you have installed?
