That almost looks like the Khajiit Night-Vision shader.

It looks like the effect you get in the temple of Vaermina during the that quest.

If you have done that quest maybe you got stuck with that effect.

Erm, just a thought as i've not tried the mod yet myself - but beastess. The shots you've posted with the blue-light issue are all in 1st person mode and at night. Does that mod grant you nightvision?

Temporary and overkill method, try console command sisme 0 (SetImageSpaceModifiersEnable, disable image space effects and blur)

Posting your load order and papyrus log would be a helpful start.

Temporary : We still don't know which mod caused that. If you want it permanent, just use the console command on the beginning of each play session.

Overkill : disable almost ALL imagespace effects and Blurs in game. for example the pulsing blur when your health is low, screen bluring near the word wall, blizzard blurring, etc. Solution? use sisme 1 if you want to see those effects again, or restart the game and play without using sisme 0 console command.
