So, I've been having this issue for a while now. It used to work, but I don't know why this is happening now.

Have you try to change weight to 0 or 100?

What skeleton are you using? Does the character still look like this when you bring up the race menu? Also are you using the mod race menu, or ECE? you could always try reinstalling the Max compatibility Skeleton just make sure not to install the HDT version if your not using HDT (the physics extension not the high heal mod). Also do the NPC's look like this as well?
