Is there a way to start sex with skeleton or rat?

Great!~    as rat and skeleton are very familiar in both Oblivion and Skyrim, I think it must be some way to trigger that happen

Yes, plenty of ways. The issue isn't the trigger, it's that no one has yet made any animations for them, although someone made a nude skeever model with an erection.

 

Personally, I think we need more animations for Draugr, Falmer and Spiders. They're the most common bad guys, by a pretty large margin, but they don't have a lot of animations each.

Well, dunno if it was a fluke or not... I have been acosted by Skeletons on many occassions. The animations used where from the Draugr. But yes, they have many bones, but no boner, so it looks kinda... weird.

This. As far as I am aware of the framework detects a creatures base-race, which, for most skeletons, sadly is "skeleton". Since there are no dedicated animations for skeletons they will never assault anyone. On the other hand there are some skeletons whose base-race is Draugr. Therefore they can trigger animations. Recently I have been to the Soul Cairn and discovered that the skeletons there - Wrathmen or Bonemen for example - will gladly take advantage of the living.

 

In terms of rats there are no animations yet, but we have two modders (I think) that are working on that subject.

Like Decauk said, can't really do anything with Skeevers until someone makes animations for them. One guy was going to, but then he ended up working mostly on consensual ones, and even he hasn't updated his work in almost three months.

 

For some reason none of the big animators seem interested in working on Skeevers.

Oh, what a pity, I don't know whether it's a hard work,,,,   if not , maybe I'll learn how to create it when I have time...

Yeah, there's a number still missing animations. Mostly DLC creatures. Skeever, Ash Hopper, Bristleback, Netch, Chaurus Hunter.

 

EDIT: I guess mudcrabs, too. Sure, you encounter them as enemies even less than Skeevers, but at low levels those bigger ones can really dish out some damage.

There are Skeleton animations, they just act like Draugr. Which, does suffice, but seeing as how they have no equipment makes it sort of boring.

Would could be great ( and hilarious ) is if the skeleton removes a rib or a femur and uses that to toy with her. 

Also, since skeletons, skeevers and mudcrabs tend to be the weaker enemies, i'd think a lot of the animations for them should be humorous and a little bit humiliating.

Like, for example, the player character trips over a camouflaged mudcrab, and falls foward on her face, and the mudcrab quickly unborrows and hops on her ass. Just something really ditzy.

There aren't even any fox fucking animation yet either, or goat, or Deers. The horse sex animation look pretty lazily made. It surprises me there is NO mudcrab sex animations either. Skeevers, I thought was going to be the FIRST as like the dirty little labrats they are, but alas, there are no animations for them as well.

 

Cloning animations from Draugr to the Falmers and such was a pretty bad idea..we need more animators.

I believe in Oblivion we had modders who painstakingly made at least one animation for every monster/creature type in the game, which was really awesome of them. In Skyrim, however, I don't think there is any one modder making animations for every creature, just the ones they are interested in (which isn't unreasonable after all). Hence creatures that are "uninteresting" (to these modders anyway) or difficult, such as Netch, get past over.

 

Eventually animations may appear for these forgotten creatures, but if you REALLY want to have animations for them, the best bet would be to try and learn how to make one yourself.
