Who ?? Bethesda will never fix this. They are already done with this game. As too the clipping nothing can be done with it if use racemenu and create your butt too big there is nothing that can be done to fix this. Clipping will always occur.

I've never tried but wouldn't hdt collision and the hdt weapon sling take care of the clipping through butt?

Try Bodyslide for better butt meshes.

It's the same thing with armors. They cannot be created for every body in mind and clipping cannot be avoid 100%. There will always be that 1% or smaller chance for clipping. I use 7b and have no issue, it also depends on the weapon you use. Leaving aside the change body options (that are not really options in my opinion if you like that 1 body you use ) you can try and edit the weapon placement in Blender,3dsmax.
