Here's How:

  1. Open Norton Internet Security or Norton AntiVirus.
  2. Select Options
  3. Select either Norton Internet Security or Norton Antivirus
  4. From the left pane, select Exclusions.
  5. Locate "Which disks, folders or files to exclude from risk scanning", select New.
  6. Browse to select the drive, folder, or file to exclude and click OK. Be sure to select "Include subfolders" if selecting an entire folder.
  7. Click OK and exit the program.

Another method is to right-click on the nvse fie, go to "Norton Security Suite" in the menu that opens, then "file insight". In the window that opens, on the lower right click on "Trust File".

The downside to this method is that you have to redo it every time you update or reinstall NVSE. The upside is that the more people do it, the sooner NVSE gets added to Norton's "safe file" database and doesn't get deleted as a virus anymore.

be careful of  SAS (Super Anti Spyware) many customers have report that SAS have broken their HDD (Hard Disk Drive). and is better if you uninstall Norton and install other anti spyware or antivirus, last report Norton delete all things he thinks are virus or spyware in 2011 this problem first appears on AVG deleting important things in the computer. then almost all antivirus are doing the same but Norton to this day he only delete almost all .exe he thinks are virus. panda cloud he have problem with spyware  in other words panda cloud clear all virus but not spyware. It is better to install something i not mentioned here SAS is good but some day he will broke your HDD.
