Temporary freezes on every loading screen: not infinite. Help?

I have the wierdest problem and I have not been able to find a solution in two weeks of playing & searching.
 
My game freezes -- the client falls (not responding) in it's title bar -- on 99% of loading screens. The freeze itself lasts for ~40 to 60 seconds, the actual loading while not frozen is typically 20 to 30 seconds when I'm stepping into the overworld. This happens without fail, and then also without fail it magically un-freezes. I've learned to deal with it, but it still sucks. It forces my cursor to defocus. The music doesn't stop playing (Nor is it effected at all) but the object/text/smoke lock in place and fail to animate.
 
My ENB does not cause the problem, however it does make the freezes last longer (the abov numbers are including ENB.) I think, but cannot confirm, that Injector version ENB has less impact than Wrapper ENB. I think, but cannot confirm, that more mods causes a longer freeze. I think, but cannot confirm, that if I wasn't locking up, my loading screens would be half the duration they are now.
 
I've even gone so far as to regedit to alter how long it is before Windows hooks in and gives me the option to close or allow the program to keep running (this did, at least, stop me from getting that prompt).
 
Other than this problem, the game runs completely fine. I cruise at ~40 FPS almost all the time, barring the occasional lurch where the game is auto-saving or loading something up mid-play (I suspect this happens when the game runs out of memory and must allocate itself additional memory.) I do not crash often if ever.
 
I am running Windows 7, playing in windowed mode (this is not really optional, I have 3 monitors and obligations to track on them, as well as the desire to stream my gameplay.) I have an AMD FX 6300 Six-Core Processor @ 3.50 GHz. I have 8 gigs of RAM. I am running a GTX 650 2gig videocard. I am running Realvision ENB (which has ENBoost built in if I am to believe what I read) and SafeLoad, along with the SMME SKSE plugin.

Edit: More than willing to include any and all information that is missing, here. I wanted to fix this problem before I moved on to learning how to take advantage of my multiple processors, etc. but this has really halted my progress. Anything you need, just ask. I'm a donkey on the edge.

1. get rid of any hothtrooper stuff until you know what the problem is, his stuff is pretty notorious for causing crashes and hangs on any save with levelled-list interactions.

 

2.RND needs to be in a listed block in a very certain order, yours is all over the place. the USKP RND patch should MUCH farther down in your load order than it is.

 

3.You don't seem to have the RW2 ENB patch, unless you've merged it with RW2, this will cause major issues with any source of water.

 

4.RRaF should also be much lower on your order than it is for skeleton and death issues.

 

I would look in to Dling LOOT if I were you.

  You prolly have read this yourself but seems not good enough.

 

Sheson and boris both explained thats when installing SKSE 1.7.0.1(includes precatchkiller) or SSME installed you don't need Safetyload and precatchkilled you should when use SSME delete those programs. They come in CONFLICT.

 

Here is also what Skyrimtuner say about this he prolly have the knowledge from sheson himself.

 

  Install SKSE 1.7.1 according to Gopher's video.

    Go to Steam/steamapps/common/Skyrim/Data and see if you have a SKSE folder with an SKSE.ini file inside. If you do, add these values to SKSE.ini:

    If you don't have an SKSE.ini file, download and install SKSE ini from Speed and Stability Guide for ENB.

    If you use MO and one of your mods supplies its own SKSE.ini file, it will overwrite this one. Add the aforementioned values to that mod's SKSE.ini file. You can find it in Mod Organizer/mods/(your mod)/SKSE/.

    If you previously used SSME, delete d3dx9_42.dll and ssme.ini from your Steam/steamapps/common/Skyrim folder.

    Delete Safety Load and ShowRaceMenu Precache Killer if you have them installed. They're not needed once the memory blocks are configured correctly.

    Download and install Memory Blocks Log.

    Go to the Windhelm docks and pick a fight with a guard. This is pretty much the most memory intensive thing you could do and will max your usage.

    NMM/Wrye users go to Skyrim/Data/SKSE/Plugins/.

    MO users go to Mod Organizer/overwrite/SKSE/Plugins/.

    Open up MemoryBlocksLog.log and check to see that the value directly under Block 1 is 512.

    If it isn't, you've installed SKSE wrong or your SKSE.ini is getting overwritten (MO users only).

    Check the last number in the Block 1 column. We'll call this value Z.

    In SKSE.ini, set defaultHeapInitialAllocMB to (Z + 276.) Do not set lower than 512.

    MO users that downloaded SKSE ini, this will be in Mod Organizer/mods/SKSE ini/.

    Fight that guard again and make sure that Block 1 is roughly 20 higher than your peak usage.

    This value may need adjusted over time as you add more texture mods, NPCs, or increase your uGridsToLoad.

 

Alternatively, you can use SSME. Blocks must be set using hex values if using SSME.

 

 

Use LOOT it's a must also make sure you update your plugins and clean your mods it also can cause errors and freeze.

I am in fact using LOOT. That is how my mods are loading with the order they are. I don't know if this is important, but I'm running LOOT by using the Sort button on the plugins tab of Mod Organizer, I don't know if that's causing issues. I have access to BOSS as well if that's desirable. My mods have all been cleaned with TSE5edit (exception: Guard Dialogue overhaul, which instructs explicitly not to do so.)

 

I don't seem to be encountering issues with sources of water, but at this point, the number of stray zebras in China might be impacting my loading screens so it's worth investigating. Do you mean the Watercolor patch? If so, I turned it off because it was causing problems with RND even with the compatibility patch in place. Without it, everything seems to work fine.

Was unaware Hothtrooper's stuff caused crashes/hangs. Will remove and investigate. Thank you for the info!

I am an idiot, I did in fact know SMME and Safetyload were incompatable. Safetyload is now disabled. Don't know how I missed that.

I am attempting to get Memory Blocks Log working. I do not have a .log file in my Overwrite subdirectories, nor in my skyrim/data subdirectories.
