Are the perks not yet implemented?There is a description for each Perk in the game, if you have a Perk it's working, it's up to Plugins to decide to change dialogue options accordingly.

The dialogue options? Well, I never changed anything like that (I think). The perk "Bitch in Heat" says that the player will give off a scent that will drive the opposite sex wild around them, letting them know they are ready for breeding (something along those lines). That's what the perk says, but is that what actually happens?

Ooooh...yea, now I understand. One last question. I was able to select the perk. does that mean one of the mods I have use it?

Since it's common resources, it's there for all mods to use if they want to use them. If you only had Sexout and SCR installed and no mods that actually allowed you to have sex, you'd still have those perk options. I haven't played the range of SO mods to tell you which ones use them.
