Excuse me for being a simpleton, but how do I get the skirt and mini into the game?  I assume Nifscope is somehow involved, but I'd like point in the right direction...or a step by step description, if you have the time.

for "mini" you can create your own mod using Creation Tool

or you can replace some item with this meshes and textures, but you will still need CreationTool (loading data files Skyrim.esm and mod with item, them choose item from list, and changing model meshes. Path for textures you setting in NifScope under BSShaderTextureSet option.)
