I'm playing it on shitty settings like on my old computer because I have a lot of stuff going in the background related to properly getting my new beast in order, so around Medium is as good as I can do right now, but that's just.... Disgusting. I think it happened with the New Vegas Configator, but I don't know what the fuck it is. Help? :/

As a non-fallout player with no knowledge of the game or any glitches related to that game, the best I can gather is you have a Fiend Shaman to deal with.

If that is a cell from a mod you might want to check the cell world space in the GECK.  Sometimes people add cells and do not apply the correct clip distances, fade, fog levels, ect.  Also, there are some fundamental flaws with New Vegas and the Image Spaces.

Normally I'd agree there.... but this ALSO occured in the REPCONN Test Site, the Bison Steve and the Vikki and Vance. so it's something with the game, not the mod's cell.

I can't be helpful, but it looks like NV decided to throw in some cell shading for free!  Have you tried turning your settings down to low?
