You probably could equip them to an npc but its only going to be cosmetic and individual parts without the whole outfit will clip.

How can I confirm that I have initiated a Quick Time Event (QTE)?
I clicked on the test and kept pressing E, but it still failed

I saw that circular animation, but when I click E, there seems to be no feedback (no struggle bar or similar display) or text QTE? I installed sztkUtil, but it didn't work.

You don't need anything extra for the event. It's based on timing, roughly between 1.6 and 2 seconds after the start of each prompt.

 

Make sure you didn't set the dificulty to luigi because like the description says he wins by doing nothing.
