Oh thats the intelligence debuff, I guess I should have added something extra there. The opposite is the Brain and Nerve Tonic line (a simpsons reference)

 

Torr, a low int NPC in Fallout 2 that most players see early uses that line. If you're also a low int character he's one of the few NPCs you can actually have a proper conversation with.

I have noticed that Luck and Intelligence don't seem to return to normal over time -- it seems to be a permanent debuff.

You might consider adding a Charisma effect, something like a stink / skunk bomb.

Also on the strip effect you might look at applying the Combat Strip Lite effect so that the strip effect lasts.

 

One other issue I noticed is that some of the encounter approaches, like Fan Approach spawn female settlers instead of male ones.
