Otherwise the entire site could get shut down by certain government authorities. If a site like this is forced to comply, there's no way around it, unfortunately.

That's not really the case for Gamebanana though, that site (and this one lmao) banned a mod that fixed the translation for a Fire Emblem game. The content of the game didn't change, the Japanese words still have all the content they objected to, they just didn't like that someone wrote it out in English. So I don't expect they are "forced to comply" with anything, they do it for free 2

Nobody else here can really help you with this chaos. CN whant not fixed her mod system. As long as there’s no agreement on that, there’s no 100% solution to finally put an end to it.
