Conditional Plug Walk/Run for DD request

Deviously simple yet genius idea,
Can someone please create an OAR mod that:
1. Makes the female pc use an uncomfortable walk animation like wade in water (but on land) when equipped with a plug
2. respects the high heel adjustments in height and just looks correct
3. Only affects the lower body and does not override upper body animations.

This would be greatly appreciated, I will probably try and do this my self at some point but I have not created any skyrims mods before. Seems simple enough
