How do I determine which non-child NPCs should be excluded?

Basis of this question:  I'm working on a TTW (the mod that combines FO3 and NV) patch for the Sexout DRL mod that t3589 is working on.  A variation of this could be created as a general Sexout resource.

 

In FO3, kids live in Little Lamplight until they turn 16.  Big Town is full of them.  When you complete the quest, Angela Staley (16) gets married.  Butch delivers his infamous "I'll show you a real tunnel snake, Amata" at 16.

 

LoversLab is for users 18+.  I do not want to violate any rules by NOT excluding NPCs if they should be excluded, but I thought that I should ask rather than just follow my initial impulse to exclude all of them (damnit, Angela, you just had to complicate everything).
