HOD56 works as intended even with that combo in almost every way except the research tab which is rather odd, and the AI is able to research just fine regardless

There were problems two weeks ago with people loading the wrong anime portrait mod and that breaking the research tree. only thing I can think of is PDX coding being a rotting mess.

when trying the vanilla mod it seems to have broken the tech tree, tho could be an incompatibility with a more recent release, and when trying the r56 version it seems to prevent opening the tech window at all, hope either there is a work around or this can be fixed

i really don't know how to solve that, i can only suggest that you try to change you mod order, or check for any problem in the launcher, i don't think it's an error with the mod itself or at least i hope not, since i've never had issues with the research tree, but I'll probably remove the research tree in a future update, there isn't that much content anyway.
