ck3 Submod for a mod

Cities of Wonder 3 mod is one my favourite mods for ck3, sense you can play tall or built large cities, I wanted to ask is it possible to make a mod that add NSFW options like "Brothels" or something like "Pleasure chambers".

Building mods are pretty simple. It's absolutely possible to add your ideas. I suggest looking at some of the simpler building mods on steam to get an idea of the basic structure and go from there if it's something you really want - asking someone else to do it will never get you exactly what you have in mind. COW3 uses a fairly advanced code if I recall correctly, so looking at that as a tutorial might be overwhelming.
